9/11 - NORAD - Dick Cheney was in charge on 911

If US Vice President Dick Cheney was in charge on NORAD on 9-11 that is suspicious. To have simulated attacks on the Pentagon and World Trade Centers BEFORE it happened is suspicious giving what happened on 9-11. The military has "shoot down" capability regarding hijacked jets. On 9-11 that capability was blocked, why?
